Context
The August 4, 2020 Beirut port explosion killed over 200 people, injured 6,000, and left an estimated 300,000 residents homeless. The international humanitarian response was rapid but faced an immediate challenge: how to allocate limited resources across a devastated urban area with highly uneven pre-existing vulnerability.
Three international NGOs — operating under anonymity per their data-sharing agreements with Berix — engaged our social vulnerability indices within 72 hours of the explosion to inform their initial resource allocation decisions.
The Berix Social Vulnerability Index
Berix's Social Vulnerability Index (SVI) is a composite score calculated at the neighborhood (mohafaza sub-district) level, incorporating housing quality indicators, household income proxies, access to services, pre-existing health vulnerabilities, and social network density. The SVI had been developed and validated over 18 months prior to the explosion as part of a broader urban resilience research program.
Critically, the SVI was available at a granular geographic level — 89 distinct neighborhood zones across Greater Beirut — allowing NGOs to make allocation decisions below the level of administrative districts, which were too coarse for effective targeting.
How the Data Was Used
- Organization A (food distribution): Used SVI to identify 12 priority neighborhoods for immediate food package distribution, reaching 18,400 households in the first week.
- Organization B (shelter & reconstruction): Overlaid SVI with blast damage mapping to identify neighborhoods where structural damage intersected with high pre-existing vulnerability — prioritizing 7 zones for emergency shelter provision.
- Organization C (psychosocial support): Used SVI social network density scores to identify neighborhoods with weakest informal support structures, directing mental health teams to areas least likely to have community-based coping mechanisms.
Outcomes
Lessons for Humanitarian Data Infrastructure
The post-blast response demonstrated both the value of pre-positioned data infrastructure and the critical importance of data accessibility in crisis conditions. All three NGOs noted that the speed of data access — available via API within hours of the explosion — was as important as the quality of the data itself.
The retrospective analysis, conducted 18 months after the explosion, confirmed that the SVI-guided allocation had reached significantly higher concentrations of genuinely vulnerable households compared to the allocation decisions made by organizations that relied on administrative district boundaries alone.
